NHO will no longer give work assessment allowance to the young

NHO fears an entire cohort will fall outside the worklife if there are no changes to the system of work assessment allowance.

Nearly 70,000 people under the age of 30 are today not at school nor in work, according Nav . Around 29,000 of them receive the work assessment allowance (AAP), the most favorable and best support scheme from Nav, reports NRK news.

The scheme is pathologizing and self-reinforcing, says Managing Director Kristin Skogen Lund at the Confederation of Norwegian Enterprise (NHO).

– There is a whole cohort standing on the sidelines. We believe this is probably our largest social challenge, and it is not something our social agreement afford, says Lund.

After four years with AAP , that support ceases and recipients are transferred readily to disability benefits and other municipal services.

Lund advocates establishing and using subsidies that encourage work, rather than schemes which do the opposite, and her proposals include a wage subsidy to companies that hire young people who would otherwise have ended up on the AAP.

– Many in this group are basically not sick, they have an ability problem that makes them step back. They should not need to be declared sick. They need to get into the workforce and get the training and learning necessary, says Lund.
