Norwegians says conditional yes to green fees

People are in favor of green taxes as long as the money goes to mitigation, says Cicero researcher Steffen Kallbekken. However unpopular and unclear environmental taxes could affect the willingness to pay.

– Taxes that are not very accurate and unclear can certainly contribute to negative attitudes, says Kallbekken said.

Air passenger tax and baggage fees, which admittedly was shelved, are examples of taxes that have not exactly been well received.

– People strongly dislike changes that reduce the personal freedom of choice, says Cicero researcher.

He believes such tolls may be easier to accept because much of the proceeds are going to public transport and cycle paths. Environmental taxes that are unclear and primarily seems to have the intention to acquire treasury revenue, are however unpopular.
