In 2014 and 2015 a total of 49,234 people were fined for not using seat belts.
– We are very worried. These are large numbers, and we just have to conclude that there are very many people who are driving without seat belts,  Arild Ragnøy, chief engineer of Roads, says to TV 2.
From 2005 to 2014  1352 people died in traffic. 558 did not use a seat belt.
– We are absolutely sure that many lives could have been saved, perhaps as many as 15 percent, says Ragnøy.
