NAV – New regulations for supplementary benefits

From 1 January 2016 supplementary benefits will be merged into a single set of regulations. The new regulations replace several previous regulations relating to benefits to cover expenses in connection with finding or keeping a job.

People who are participating in employment schemes or pursuing an education may be affected by the new regulations which come into force on 1 January 2016.

How do the changes affect you?

Transitional rules apply to those of you who have already been granted supplementary benefits before 31 December 2015. You will continue to receive the benefit(s) until the end of the decision period on the conditions and rates applicable as at 31 December 2015.

Applications for supplementary benefits received from and including 1 January 2016 will be processed according to the new regulations.

What supplementary benefits can you apply for?

New common regulations include benefits to cover expenses in connection with

  • travel
  • relocation
  • housing and overnight accommodation
  • childcare and care of other family members
  • teaching aids

Your current situation will determine whether you are entitled to supplementary benefits.

Supplementary benefits may also be granted to persons who

  • have reduced working capacity due to illness.
  • are single parents and are pursuing an approved education or are registered with NAV as genuine job seekers as a vocational activity.
  • have been a family carer and are pursuing an approved education.
  • are single parents and are pursuing an approved education or are registered with NAV as genuine job seekers as a vocational activity.
  • are participating in an employment scheme.
  • are job seekers and who through no fault of their own are unable to find work in the area where they live.

You must apply online

From 1 January 2016, to apply for supplementary benefits you must use an online application form available at nav.no. Applications used to be submitted by post, but the online solution will now replace paper applications. The new application form for supplementary benefits will be available at nav.no from 30 December 2015.

Online driving log

A new online driving log will be available at nav.no for those who have been granted a daily travel allowance from 1 January 2016 for use of their own car. This means that you can submit the information to NAV online by logging in to “Ditt NAV”. The online driving log will streamline processing and ensure effective reimbursement of expenses in connection with use of own car.

If you have been granted an allowance before 1 January 2016 for travel expenses and use of your own car, you do not use the online driving log.
