The Auditor General:Poor monitoring of foreign taxpayers

Many foreigners with temporary residence permit in Norway pay too little or too much tax. Errors in the calculations are due to the complicated taxation rules for this group of guest workers and entrepreneurs, says OAG.
– It is reprehensible that the Ministry of Finance and the tax administration has not done more to achieve more accurate taxation and better monitoring of this area, says Auditor General Per-Kristian Foss, who presented the report Tuesday.
The enlargement of the European Economic Area since 2004 has increased the influx of labour to Norway. Many foreigners are in the country for short contracts.
The large increase of foreign taxpayers, along with complicated regulations, makes the taxation of this group complicated and creates a lot of mistakes.
– The Tax Administration has often not enough information to determine the correct level of taxation, and thus many foreign workers end up with an estimated tax bill. Many pay therefore either too much or too little tax, says Auditor General.
