Nav strongly criticized in new report

In the last six years offences have been uncovered  at NAV in eight out of ten municipalities and districts, according to a new report from the National Board of Health.
In the report, which the newspaper Dagsavisen have gained access to, the Board of Health have taken a closer at 100 annual audits of social services in Nav around the country since 2010. During these six years offenses have been revealed in 169 out of 209 municipalities and districts, and this paints a picture of Nav offices that do not deliver adequate services.
– We are very concerned about this, and there are good reasons to question the ways things are done. We see the same mistakes being done over and over over a period of more than five years, and this is particularly bad because it affects the disadvantaged groups on the fringes of society, says CEO Jan Fredrik Andresen in Norwegian Board of Health.
Among other things the audits revealed that the staff at Nav offices not know what the users need and fail to figure out how to help them.
– In all areas we find the same problems: a lack of control and a lack of knowledge among  the employees. This is not about the individual employees not doing a good enough job but it is a consistent failure of the entire system, says Andresen.
Acting labor and service director Kjell Hugvik say they are familiar with the report.
– The Directorate of Labour and Welfare are familiar with the supervision results and working on ways to improve our services and our organization, which includes increasing knowledge about the qualification program in cooperation with the County and  taking the perspective of children more into consideration in all the cases where they play a part, he says to news agency NTB.
