Proposal to punish teenagers under the age of 15 with ankel devices

In order to combat gang crime in Oslo, the Correctional Federation proposes that young criminals can be tracked by using electronic devices.

 

If the proposal from the Correctional Federation (KY) is approved, this means that children under the age of 15 can be punished with an electronic ankledevice, reports Fri fagbevægelse.

This summer, Oslo police reported to Dagbladet and that its young criminals under the age of 15 who are the ones behind serious violence, drug crimes and robberies. Experienced police officers, including Geir Tveit, who leads the police’s prevention department in downtown Oslo, wants a Correctional facility for youth to handle extreme cases of juvenile delinquency.

Knut Are Svenkerud, leader in KY, instead proposed to the Ministry of Justice that young criminals can wear electronic ankle devices.

“Electronic surveillance as a precautionary measure will be less interventive, at the same time it will give a greater likelihood of success than by placing minors in a closed institution or prison,” says Svenkerud.

“People who carry electronic devices with GPS will probably not be welcome to participate in gang activities,” the KY leader writes in the proposal.

KY has not considered a lower age limit, but they advise that children under the age of 15 be punished by electronic device. They believe it should be up to the courts to decide whether children receive an ankle tracking device or harsher punishment.
