The Government proposes that asylum children hereafter shall not be entitled to training from day one and municipalities will have one month to plan the activities.
– It is more realistic, practical and thus easier to implement, said by Minister Torbjørn Røe Isaksen to news agency NTB.
Today, all children who come to Norway in principle are entitled to training from the day they arrive but large number of asylums arrived last fall showed that it was impossible for many municipalities to be prepared on time, mentioned by Isaksen.
– In some cases it took several months to be prepared, said by him.
Minister considering the expansion to a month as a maximum limit and believes that there is discussion about tightening of regulations.
– The fundamental principle that all children who come to Norway are entitled to schooling remains unchanged but the rule implies a change in how the rights should be understood. In reality, I think we are tightening the right but introducing a set of rules that are easier to enforce, said by Isaksen who believes that municipalities should get some time in which to facilitate the training.
– We know that in some places is very difficult to set up an educational program from the first day, said by him.
– Although the number of asylum seekers now going down there is no reason to believe that we are not going to have a high numbers of asylum to Norway for many years to come, said by Isaksen.
The proposal was Thursday sent out for consultation and the deadline will be September 12th.
