Starting July 1, the government will open the door for immigrants who have been granted their residence permits to work or study, to travel to Norway.

This includes, among others, skilled third-world nationals or seasonal workers in  all industries as stated by the Ministry of Justice in a press release.

Until now, there has only been access to seasonal workers for agriculture and the green industry.

In regards to students, all who have been admitted to study in Norway will be allowed to enter Norway. This is with an exception to exchange students in upper secondary school levels.

Current quarantine regulations will apply to either party upon entry.

Does this mean students those are admitted only, but do not have a residence permit yet can apply for one and travel to Norway?
