The Russian National Assembly allowed the Russian army to use military force outside Russia’s borders.

The decision was made at the request of President Vladimir Putin. The request came in the form of a letter to the Federation Council, which is the upper house of the National Assembly.

The approval formalizes the deployment of Russian forces in eastern Ukraine one the day after Putin recognized the breakaway regions of Luhansk and Donetsk in eastern Ukraine as independent states.

There are also fears that the decision could open the door to greater Russian military action against the neighboring country.

“Negotiations have stagnated. The Ukrainian leadership has chosen the path of violence and bloodshed,” Deputy Defense Minister Nikolai Pankov said just before the decision was made.

He posed in full uniform when he spoke during a meeting in the upper house on Tuesday afternoon.
