A man has been arrested after he allegedly hit another person in the knee with the back of an ax.
The man is also said to have threatened others and inflicted damage in the city’s center, the Eastern Police District informed.
Two cars have been damaged, and several windows have been broken after the incident.
The arrested man is in his 30s and is from Halden, the police wrote.
