The government will make “terrorist trips” illegal

The government will make it a criminal offence to embark on a journey for the purpose of terrorism.

In addition, it is proposed to change the legislation for hijacking.

The change in the Penal Code was proposed on Wednesday. It means that financing of travel for the purpose of giving or receiving training in terror
could also be punished as terrorist financing.

‘’The fight against terrorism is international. It is therefore important that we support international cooperation against terrorism and follow up on the criminalization obligations contained in the international agreements. The proposal will, among other things, ensure that we receive a specialized
penalty clause on travel with terrorist purposes’’ said Minister of Justice and Immigration, Jøran Kallmyr of Fremskrittsparti (Frp).

The Ministry will also change the rules for terrorist acts against aviation. Among other things, it is made clear that an aircraft can be hijacked using technological aids.

‘’We propose to change the Penal Code so that an offender does not have to be on board an aircraft in order to be convicted of hijacking and terrorism. Among other things, the change will hit actions carried out for a longer period of time than before, since the preparation of the aircraft starts until about one day after it has landed’’ said the Minister of Justice.
