The Norwegian parliament’s administration could be fined 2 million kroner in relation to the 2020 data breach

The Norwegian parliament’s (Storting) administration has been notified that it could receive a fine of NOK 2 million from the Norwegian Data Protection Authority in relation to the data breach in 2020.

“The Data Inspectorate is serious when it comes to the fact that the Storting did not implement good enough technical measures that could have averted the breach, for example, through the use of two-factor authentication,” the Data Inspectorate’s director Bjørn Erik Thon stated in a press release.

The Norwegian Data Protection Authority has emphasized that the Storting had not established two-factor authentication or similarly effective security measures to achieve adequate protection.

The data breach was linked to unauthorized login to the email accounts of an unknown number of parliamentary representatives and employees in the administration and group secretariats.

PST pointed to Russian actors

The Storting announced the data breach on August 24, 2020. The PST concluded that Russian actors associated with Russia’s military intelligence service were behind the hacking attack.

In a press release, the Storting’s director Marianne Andreassen says that she takes the advance notice of the fine from the Norwegian Data Protection Authority seriously.

“Information security was not good enough at the time of the attack in 2020… A reaction must therefore be expected from the Norwegian Data Protection Authority,” Andreassen said.

Deadline: February 14

The Storting administration has been given a deadline of February 14, 2022, to comment on the fine notice.

Andreassen says that it is important for the Storting administration to exercise the right to provide the Data Inspectorate with supplementary information so that a decision can be made on the best possible basis.
