With the support of the Labor Party and Center Party, the government has the majority in the parliament to tighten requirements for Norwegian language skills to obtain citizenship.

This is in spite of 107 out of 121 enquiries going against this tightening, according to educational news.

The proposal from the municipal and administrative council shows that there is a majority to tighten requirements for oral Norwegian skills to attain Norwegian citizenship. The requirement will be increased to B1 in oral Norwegian, which is equal to the level Norwegian students have after 10 years of education.

The new provition of law states that “All applicants between 18 and 67 of age will have to attain a minimum level of B1 in a Norwegian oral exam, and pass the citizenship test. The 18 year age limit is to be counted from the day of application.”

-” It is very disappointing that the governing parties received support to tighten the requirement for spoken Norwegian to a level that is, for most students in adult education, unrealistic, and in addition to bind this requirement to citizenship.” said Solveig Hals, county leader for the Association of Education in Vestfold and Telemark. She has plenty years of experience in the field of adult education.

On the other hand, The Ministry of Education believes that many of those who stay, in accordance with the immigration regulations, will have the opportunity to reach the level of B1 in oral Norwegian.
