Of all the 31 countries in the EU / EEA, Norway is the only country that has adopted all EU Directives within the deadline, according to the ESA scoreboard.

Norway has thus retained peak EFTA results for the third time in a row.
– Norway stands out as an example to other EEA countries. The internal market benefits for both business and the individual citizens is good, and we urge Norway to continue with its excellent effort, says Sven-Erik Svedman, president of the EFTA Surveillance Authority.

Iceland and Luxembourg, the other two EEA countries are on other end of the scale and these countries that are the worst on implementing the directives. Iceland has 16 directives not implemented on time. One of these has been waiting for over eight years.

Norway uses longer than average to abide by judgments of the Court, almost two years. The average for the EU countries is 21 months.
